Just like in gta...
It means either somebody is doing a denial-of-service attack or NG was extremely popular that day. Presumably, screens like the one in the screenshot above are very effective against denial-of-service attacks. Having it helps the site load faster (or at all) for the legitimate users while the site is under attack.
